For 19 years, Dr. Connie Phelps directed the Gifted, Talented, and Creative graduate degree and endorsement program and Great Plains Center for Gifted Studies at Emporia State University where she trained gifted facilitators to work with diverse PK-12 gifted learners. Prior to her tenure at ESU, she facilitated services for diverse PK-12 gifted learners in the Wichita Public Schools. She serves on the Kansas Association for Gifted, Talented, and Creative Board of Directors and Future Problem Solving Programs International Advisory Board. She also leads accreditation reviews for the Council for the Accreditation of Educator Preparation and served on the Professional Standards Committee for the National Association for Gifted Children. She chaired the NAGC Professional Learning Network and mentors NAGC Javits-Frasier Scholars. She coordinates the Invention component of the International Torrance Legacy Creativity Award and contributes to the Torrance Journal for Applied Creativity as a member of the Torrance Journal Advisory Board. She co-edited the Emporia State Research Journal for eight years. A member of the World Council for Gifted and Talented Teacher Education Position Paper Committee, she represented the United States as an alternate delegate to the WCGTC. Her research interests in Gifted Education include creativity, social and emotional needs, special populations, and curriculum models. Her publications appear in Parenting for High Potential, Gifted and Talented International, and the International Journal for Talent Development and Creativity. In 2012 and 2019, she conducted sabbatical research in France, Italy, Switzerland, Germany, Denmark, Croatia, Slovenia, Belgium, and Luxembourg. She actively reviews for Psychology in the Schools and Gifted and Talented International and maintains active memberships in the American Educational Research Association and European Council for High Ability. In 2019, she received the inaugural Dr. John E. King Endowed Professor Award in The Teachers College and the Assessment Champion Award at Emporia State University.
